The concrete plinths are possibly from the wartime construction of Mulberry Harbours and Pluto pipeline.

This typifies Dad’s handling of watercolour in his later years. The transparent washes for the sky give way gradually to a more opaque and textured surface. The strong blacks of the foreshore and the shadowed edges of the blocks give an almost surreal effect.
