The upper one seems to be a study for Richard's painting for the Admiralty - Mulberry: The Prefabricated Harbour Assembled, Selsey Bill (1944). We suspect that the lower one was thought to be a wartime harbour, but is fact the sketch for the painting Southampton done in 1936 which was exhibited at the Carnegie Institute in the USA in 1939 and bought by an American collector.
